Better Business Grant terms and conditions for grants under £5,000

Terms and conditions for minor grants

This page explains the Terms and Conditions that apply to Minor Better Business Grants of up to £5,000.

It is designed to help you understand your responsibilities, how the funding works, and what is expected of you if your application is approved.

If you are looking for information about what the grant supports, who can apply, and how much funding is available, please visit the Better Business Grants page.

What This Page Covers

The Terms and Conditions explain:

  • How the funding is administered
  • What the grant can and cannot be used for
  • Your responsibilities as a grant recipient
  • How payments are made
  • What happens if a project changes or does not go ahead

This page provides a plain-English summary.

You must also read and accept the full Terms and Conditions before receiving any funding.

Who manages the grant?

There are three parties involved in every grant:

  • The Government of Jersey, which provides the funding
  • Jersey Business, which administers and monitors the grant
  • Your business, which delivers the approved project

Jersey Business acts on behalf of the Government to ensure public funds are used appropriately.

How the funding works

  • The maximum grant amount is confirmed when your application is approved
  • You must fund at least 50% of the total project cost
  • The grant can only be used for the approved project
  • If your final costs are lower than planned, the grant amount will be adjusted
  • Payment is made after you complete the project and upload evidence

Full details of how and when payments are made are available on the Payment Process page.

What you can use the grant for

You must use the grant only for the project described in your approved application.

The grant cannot be used for:

  • Projects that started before approval
  • Staffing or payroll costs
  • Travel, accommodation, or expenses
  • Trade events or exhibitions
  • Costs outside the approved project scope

Using the grant outside these terms may result in repayment being required.

Your responsibilities

If your application is approved, you agree to:

  • Deliver the project as approved
  • Complete the project within the agreed timeframe
  • Pay your share of the project costs
  • Keep clear records of spending
  • Upload invoices and receipts when requested
  • Contact Jersey Business early if:
    - the project is delayed
    - costs change
    - the project cannot proceed as planned

Early communication helps avoid issues later.

Evidence and record keeping

You must retain evidence such as:

  • Invoices and receipts
  • Proof of payment
  • Project documentation

Jersey Business may request this information to verify that the grant has been used correctly.

Clawback and repayment

In some circumstances, Jersey Business or the Government of Jersey may recover part or all of the grant. This is known as clawback.

Clawback may apply if:

  • The grant is not used for the approved project
  • The project is not completed
  • The Terms and Conditions are not followed
  • An overpayment has been made

If this happens, you will be contacted in writing and given clear instructions on next steps.

Transparency and legal requirements

  • Grants are governed by Jersey law
  • Information may be shared between Jersey Business, the Government of Jersey, and Revenue Jersey for verification
  • As part of public transparency, the Government may publish:
    - your organisation’s name
    - the grant amount
    - the type of grant awarded

Before you accept the grant

Before signing the Terms and Conditions, make sure you:

  • Understand the project you are committing to deliver
  • Are confident you can meet the costs and deadlines
  • Have reviewed the Payment Process
  • Have read the full Terms and Conditions document
